What is an apostille and simplified legalization
An apostille is a special certification that confirms the authenticity of a signature, seal, or stamp on a document. Since February 1, 2026, Ukraine has introduced an electronic apostille, which significantly reduces document verification time and replaces paper stamps with digital ones.
The apostille does not have an expiration date unless the document requires re-certification due to changes in legislation.
For countries that are parties to the Hague Convention of 1961, an apostille alone is sufficient. For others, consular legalization is required.
Key changes in 2026
- Electronic registry: the apostille is issued in digital form, allowing quick verification
- Enhanced requirements for signatures and seals: authenticity of authorized signatures is verified
- Replacement of paper stamps with digital ones: simplifies document use abroad
- Fast verification: authenticity can be easily checked via the registry
Types of documents for apostille
Apostilles are applied to various documents:
- birth, marriage, and death certificates
- educational documents (diplomas, certificates)
- notarial acts (contracts, powers of attorney)
- criminal record certificates and Ministry of Internal Affairs documents
- income-related and other legal documents
For many countries, such as EU member states, an apostille makes Ukrainian documents fully valid without additional certification.
Consular legalization
If a country is not a party to the Hague Convention, consular legalization is required.
This is a traditional process of confirming document authenticity through a consulate, allowing the document to be used abroad.
Where to obtain an apostille and legalization
An apostille can be obtained through different authorities:
- Ministry of Justice — civil registry, notarial, and court documents
- Ministry of Foreign Affairs — criminal record certificates, medical certificates, MIA documents
- Ministry of Education — educational documents (diplomas, certificates)
To quickly obtain an apostille or learn about legalization of documents from Canada or other countries, it is advisable to consult a notary.
A consultation helps determine the correct type of legalization and prepare documents properly.
Practical tips
- Check signatures and seals: without them, apostille or legalization may be rejected
- Ensure all data matches the original document exactly
- For countries outside the Hague Convention, clarify the consular legalization process in advance
- Use electronic apostille for faster and more efficient processing
